Harold Shane Caldwell, 37, of Rogers, was arrested on rape and sexual assault charges Tuesday, according to police.
A week earlier, detectives responded to a residence for a welfare check of two children. The investigation revealed Caldwell had inappropriate sexual contact with a 5-year-old and a 3-year-old, according to a police report.
