Screaming Tulsa Toddler Found Locked In Dog Crate

A naked toddler was found locked up in a dog crate Sunday evening while another naked child was wandering outside in 40 degree weather, Tulsa police said. 

Their father, William Todd Lewallen, 47, was arrested for felony child neglect, according to a report from KOTV.

Officers went to a home in the 4900 block of North Frankfort Place just before 6 p.m. after a neighbor reported hearing a child crying outside for over 20 minutes. The neighbor said he went to investigate and found a naked 4-year-old child outside in the back yard.

The neighbor knocked on the front door, and when no one answered, took the child home and called police.

Looking through a small window into the back of the house, police could see a naked child locked in a metal dog crate, Officer Leland Ashley with the Tulsa Police Department said.

Police kicked open the back door and removed a 2-year-old girl from the kennel. Click here to read the full story from
