Arraignment Date Set For Springdale Man Accused Of Raping Underage Girl

An arraignment date of Aug. 1 has been set for a Springdale man arrested on suspicion of raping a 13-year-old girl, authorities say.

Jorge Contreras, 21, of Springdale was arrested after police interviewed the victim, and she said they had slept together, the report states.

She also stated during the interview she felt she and Contreras were boyfriend and girlfriend, according to the report.

The victim said that she and Contreras had slept together once, but later, after he was questioned by police, Contreras told officers that they had slept together twice, the report states.

A high bond was requested due to Contreras having connections in Texas and him being a “flight risk,” the report states.

Contreras was booked into the Washington County Detention Center.

    Was “Hispanic” really necessary in describing this guy? What benefit does that actually provide the reader? Would you have specified if he were Caucasian? I understand giving physical descriptions if the perpetrator is on the run, but this was not the case.

    Keep in mind, not that most of you really care, and I’m sure you don’t, but Latin cultures are different than ours regarding sexuality. With that being said, there’s no excuse for him not understanding our laws and its negative implications, but you see young adult Latino men engaging in otherwise illegal sexual behavior in our culture, whereas it might not be illegal in their countries where they’re from. In Mexico, criminal legislation is shared between the federal and state governments. The federal law establishes the age of 12 as the minimum age of consent, while the age at which there are no restrictions for consensual sexual activities is 18 (sex with someone 12-18 is not illegal per se, but can still be open to prosecution under certain circumstances). Local state laws may override the federal law. In practice, the decision as to whether or not to prosecute is left to state authorities regardless of the younger person’s age. At state level, the minimum ages of consent vary between 12 (and puberty in a few states) and 15, while the age at which there are no restrictions for consensual sexual activities vary from 16 to 18 (most common 18). I live in western Mexico and am aware of the cultural and social changes whereby cultural norms are different with relationships. There are differences within the various states as mentioned above. Although it seems strange to us and our puritan mindset, other countries have different mores and social norms regarding sexual behavior. Not condoning what the man did, just saying. Believe it or not, prostitution is legal in both Canada to our north, and Mexico to our south. Search it online. Now, go back to your bible readings and television watching.
