LINCOLN (KFSM) – A man was arrested after pulling two girls into a ditch and tying them up with duct tape, police say.

The Lincoln Police Department responded to a call in the 1200 block of Maple Lane in Lincoln about a man tying up a juvenile girl, according to a preliminary report.

Damian Kelley, 22, was arrested after police say he pulled a 15-year-old girl and a 9-year-old girl into a ditch and tied them up with duct tape, the report states.

The two girls showed police where the incident took place and said their wrists and ankles were bound with duct tape. The 15-year-old girl also told police that Kelley shoved a sock into her mouth, according to the report.

The 15-year-old girl told police Kelley showed her a picture of someone performing a sex act on a man and said that is what he wanted her to do to him, the report states.

Police noted in the report that the 15-year-old girl had redness on her wrists and ankles where she said she was bound by Kelley with duct tape, according to the report.

The 9-year-old girl spoke with police and said that Kelley also put a sock in her mouth and tried to blindfold her, the report states. She also told police she was able to free one of her hands and help the 15-year-old girl, the report states.

Later, the brother of the 9-year-old saw them in the ditch and called out to them. That is when Kelley told them not to tell anyone about what happened, according to the report.

Both girls left with the brother, the report states.

Police searched the scene and found a roll of black duct tape, multiple pieces of used duct tape and a yellow plastic bag containing an open package of socks. The crime scene was consistent with the story told by the girls, according to the report.

Kelley was interviewed by police, and he denied being in the ditch with the two girls, the report states.

Kelley was later arrested and booked into the Washington County Detention Center. He faces charges of kidnapping, second-degree battery and third-degree battery. His bond has been set at $75,000, according to the jail’s intake report.
