Joseph Paul Moro, 37, of North Little Rock was arrested for Manufacturing a Controlled Substance, Felony Possession of Drug Paraphernalia, and Obstructing Governmental Operations. Both were taken to the Benton County Jail and held for a bond hearing.
Early Tuesday, officers stopped a car driven by Moro at the intersection of Parkview Place and SE 17th Street for a registration violation.
