A Northwest Arkansas man was arrested in Fayetteville Thursday night after nearly running over an officer and three other people, according to a preliminary report from the Washington County Prosecuting Attorney’s Office.

The incident occurred about 10:20 p.m. on and around Dickson Street, the geographic focal point of the the Bikes, Blues & BBQ motorcycle rally occurring through Saturday.

Ray Deaver, 23, is accused of fleeing after a Fayetteville police officer attempted to stop him near School Avenue and Spring Street for speeding, according to the report. He sped away in what police said was a 2001 Buick he stole from his girlfriend after they got into a fight.

Deaver was booked into the Washington County Detention Center Friday evening. He is listed there as a Rogers resident, but the prosecuting attorney’s report lists him as being from Bella Vista.  

Officers arrested Deaver near Bugsy’s, a bar on Dickson Street at the former Flying Possum Leather shop, and began escorting him toward the parking lot behind the establishment. Police said Deaver smelled of “intoxicating beverages,” used profanities and was combative with police. He received a cut to his left eye when his head scraped against a wall while officers were subduing him, the report states.

After he was taken to the parking lot for medical treatment, police said a mother who was “visibly upset” approached and told them Deaver nearly ran over her and two young girls while he was speeding away from police. A Lowell officer also said Deaver intentionally drove toward him while the officer was trying to stop Deaver on Dickson. The officer “narrowly avoided being struck” by Deaver’s car, the report states. 

Deaver was transported by Central EMS to Washington Regional Medical Center, where he was combative with hospital staff and was sedated after refusing a chemical test, the report states.

Deaver faces felony charges of aggravated assault, robbery, and fleeing charges, police said.

He also faces misdemeanor charges, including refusal to submit to arrest, third-degree domestic battery, reckless driving and disorderly conduct.
