A Fayetteville man faces a rape-forcible fondling charge after a 3-year-old girl told police the man had penetrated her with his fingers earlier this month.

Samuel Allen, 23, was booked into the Washington County Detention Center on Saturday evening and has a bond of $10,000, according to the Sheriff’s Department website. Allen has an April 19 court date.

A preliminary police report said officers were notified of a sexual assault complaint and held a formal interview with the girl and officials from the Department of Human Services and the state police’s Crimes Against Children Division. The report said the girl told officers Allen had penetrated her with his fingers.

Allen voluntarily came to the police department for an interview with the understanding that he was not under arrest and could leave at any time, the report said. The report said Allen told officers he had been sexually abused when he was 9 and had struggled with substance abuse.

Allen told officers it was possible he had done what the girl had claimed but he had no memory of doing the act, the report said. Allen told officers he had thought of fondling the girl but had not acted, the report said.
