LITTLE ROCK (KTHV) – Arkansas Gov. Asa Hutchinson is proposing a $5.3 billion budget for the coming year that boosts funding for the state’s schools and Department of Human Services but keeps funding for most other agencies flat.

Hutchinson on Tuesday proposed increasing state spending by $142.7 million in the fiscal year that begins July 1. State officials released Hutchinson’s budget proposal as lawmakers began hearings preparing for next month’s legislative session.

Hutchinson’s proposal calls for increasing public school funding by $23.7 million and increasing funding for Human Services by nearly $112 million. State finance officials say the proposal doesn’t include a cost-of-living adjustment for state employees.
