FORT SMITH (KFSM) — A level 4 sex offender has moved into Fort Smith the Fort Smith Police Department announced Thursday (Dec. 8).
J.L. Cowan, 41, will be residing at 1721 South X Street.
Cowan was convicted of one count of rape and one count of sexual assault involving four children ranging from ages two to 10 in Crawford County in 1997.
A level four offender is considered a sexually violent predator.
