FORT SMITH, Ark. — Dr. Tobey earned a medical degree from the University of Texas Health Sciences Center at Houston. He completed an orthopedic surgery residency at the University of Oklahoma and a fellowship in sports medicine at the University of New Mexico in Albuquerque. He grew up in a suburb of Houston and was passionate about playing sports. But in school, two of his favorite subjects were science and engineering.
