Arkansas lawmaker sponsors bill to study phones in U.S. schools, spend $25M on storage containers

The lawmakers point to phones as a leading cause behind a "steep decline" in test scores since 2012.

WASHINGTON D.C., DC — U.S. representatives Bruce Westerman (R-Arkansas), Jake LaTurner (R-Kansas), Jason Crow (D-Colorado), and David Trone (D-Maryland) introduced the Focus on Learning Act, legislation that asks the U.S. Department of Education to research and publish a study on the effects of cell phone use in classrooms.

Westerman, who represents Arkansas's fourth congressional district, is quoted in a release as saying "Any parent, teacher, or administrator can tell you that cell phones are the leading distraction and source of anxiety for students in school."

"Prioritizing student mental health is how we ensure young folks receive the best education possible,” said Congressman Trone.

In a press release, the lawmakers state that test scores have "steeply declined nationwide" since 2012, and point to an increase in cell phone usage in schools. They also say three out of four U.S. teens are happier without their phones.

Beyond the study, the legislation also calls for the creation of a $25,000,000 five-year program providing students with "secure containers to store cell phones."

The act is co-sponsored by senators Tom Cotton (R-Arkansas) and Tim Kaine, and would reportedly include exceptions for students with health conditions, disabilities, or difficulties speaking English.
