Washington County Quorum Court approves 2025 budget, restores funding to keep HIV clinic open

WASHINGTON COUNTY, ARKANSAS, Ark. — The Washington County Quorum Court approved its 2025 budget on Nov. 21. This approval includes money for the HIV clinic that was expected to shut its doors.

Providing comprehensive HIV treatments to patients since 1992, the clinic is funded by Washington County, Benton County, Washington Regional Medical Center, and donations. However, it was recently facing closure after proposed budget cuts. 

Washington County budgeted $193,389.80 for the clinic in 2024. District 9 Justice of the Peace Beth Coger said Washington Regional Medical Center asked the county to double its contribution in 2025, leading to County Judge Patrick Deakin’s proposal to cut funding.

At Thursday's meeting, District 11 Justice of the Peace Suki Highers made a motion to amend the 2025 budget, restoring funding to the Washington County HIV Clinic.

The amendment did not double the funding like Washington Regional Medical Center originally requested, but it did maintain the same figure in the 2024 budget. Highers also explained that although over $19,000 is budgeted on their end, around $38,000 comes from the county's general fund. The rest of the money is reimbursed by co-partners, according to Highers. 

Highers said the clinic was created over 30 years ago when a study showed Washington County had the highest rate of HIV infection in Arkansas. Today, Highers said the clinic has over 400 active patients. Of the patients, over 20% are veterans.

If the clinic closed, Highers said the veterans would have to travel to Little Rock for treatments and there wouldn't be an alternative for patients without insurance. 

"If you do not vote to return this money to the budget, people are going to die," Highers said when proposing the amendment. 

We reached out to Deakins for comment on Nov. 22 and received to following response:
